Preliminary study on the methods to achieve the change of earthquake prediction to earthquake risk prediction

Based on the top-level design framework for the reform of the disaster prevention and mitigation system, this paper discusses the feasibility of changing from earthquake prediction to earthquake risk prediction by referring to the ideas and methods of earthquake prediction research conducted by experts and scholars in China and abroad, and puts forward the method of earthquake risk prediction and its implementation.
